Paul served as the Executive Secretary of South Africa’s post-apartheid Truth and Reconciliation Commission. Paul also co-founded the International Centre for Transitional Justice, an organization that works in over 40 countries that have endured massive human rights violations under repression conflict. Paul is also a co-founder and CEO of Maiyet, an ethical luxury fashion brand that cultivates traditional design and culture by partnering with global artisans. Most recently, Paul co-founded The Conduit, which serves as a home for those committed to improving the world by harnessing the power of creativity and entrepreneurship. The Conduit serves as a home for a diverse community of people passionate about social change. 

LINA LIAKOU
Global Director, Resilient Cities Network

Lina Liakou

Lina Liakou is the Global Director of the Resilient Cities Network, where she leads engagement with 101 member cities worldwide and directs the organization’s strategy and resilience practice. Her work focuses on advancing urban resilience by operationalizing knowledge, enabling peer-to-peer learning, and building the capacity of city practitioners. A recognized expert in urban governance and resilience, Lina brings decades of experience in shaping inclusive, adaptive, and future-ready urban systems. 

Before R-Cities, Lina served as Deputy Mayor and Chief Resilience Officer for the City of Thessaloniki, Greece. In that role, she spearheaded strategic partnerships with the European Commission, the European Investment Bank, and the World Bank. Earlier in her career, she was Chief Executive of the Metropolitan Development Agency of Thessaloniki, where she oversaw the coordination of national and international urban development projects. 

Lina is trained as an architect and urban designer at the Bartlett School of Architecture in London and was named a Marshall Memorial Fellow (2015) by the German Marshall Fund of the United States.

METE COBAN MBE
Deputy Mayor of London for Environment and Energy

Mete Coban - London

Mete Coban MBE became the Deputy Mayor of London for Environment and Energy in July 2024, overseeing the Mayor’s world-leading climate action plan for the capital.

Before becoming Deputy Mayor, Mete was a Councillor and Cabinet Member for Climate Change, Environment, and Transport in the London Borough of Hackney, delivering a £61 million Green New Deal to tackle the climate crisis. He is best known for pioneering Hackney’s Community Energy Fund, providing clean, green, community-owned energy to 39 not-for-profits.

Mete is widely credited with making politics more accessible to young people as the Founder of the youth-led charity My Life My Say. He led the Give an X voter registration campaign, which resulted in over 488,000 newly registered voters ahead of the UK General Election in July 2024. 

In the New Year's 2020 Honours List, Mete received an MBE for services to young people, recognising his efforts to make politics and democracy more accessible to the younger generation. Mete also serves as a Trustee at the London Marathon Foundation and My Life My Say.

Susan Aitken - Glasgow

Susan Aitken was elected as Leader of Glasgow City Council in 2017, forming Glasgow’s first ever SNP-led City Government. She was first

Leader of the Council, Glasgow elected as a councillor for the Langside ward in 2012, following a career in public policy and communications. Susan was reappointed to a second term as Council Leader following the 2022 Scottish Local Government elections. Under her leadership, Glasgow has hosted the UN Climate Summit COP26 and will host the Commonwealth Games in 2026. She was awarded Scottish Local Politician of the Year in 2019 for her work to end historic gender pay discrimination and Scottish Council Leader of the Year in 2021 for her leadership on climate issues. Susan was selected as one of 40 global city leaders for the Bloomberg Harvard City Leadership Initiative Class of 2023. In February 2024, Susan was announced as chair of the global Resilient Cities Network.

Executive Director, Resilient Cities Network

Lauren Sorkin

Lauren Sorkin is the Executive Director of the Resilient Cities Network where she oversees global efforts to strengthen cities in the face of the complex and interconnected challenges. Leading a team of urban resilience professionals in New York, Rotterdam and Singapore in collaboration with Chief Resilience Officers in 40 countries, her work builds on the unique capacity, breadth, and legacy of the 100 Resilient Cities Program to enhance the resilience of communities and critical infrastructure. She also serves as an advisor and spokesperson on urban resilience, sustainable finance, climate risk, holistic health and women’s leadership. Previously with the Asian Development Bank, Sorkin led the Bank’s first ever climate change investment plan before moving to the ADB’s Vietnam Office to mainstream climate risks and opportunities in the country’s $7 billion portfolio. Before joining the ADB, she led knowledge management efforts for two USAID programs: the Eco-Asia Clean Development and Climate Program in China, India, Indonesia, the Philippines, Thailand, and Vietnam; and the Initiative for Conservation in the Andean Amazon in Bolivia, Colombia, Ecuador and Peru. She has published work on biofuels, climate change, urban resilience, infant mortality, and HIV/AIDS. Sorkin holds a Bachelor of Arts in International Relations from Tufts University, a Master of Science in Environment and Development from the London School of Economics and is a certified yoga instructor and holistic health counsellor. Sorkin currently resides in Barcelona with her two children.

Mayor, Broward County

Beam Furr - Broward County

Mayor Beam Furr is the elected Commissioner for Broward County Commission District 6. He has been selected for his second term as Mayor of Broward County by his Commission colleagues. Working to protect and preserve our beautiful South Florida environment has been a top priority for Commissioner Furr since day one. This includes serving as the Co-Chair of the Broward County Climate Change Task Force, helping to enact Broward County’s Climate Change Action Plan, developing regional approaches to resiliency and rising sea levels, increasing sustainability and reducing emissions through electric vehicles, the creation of the Kristen Jacobs Southeast Florida Coral Reef Ecosystem Conservation Area, and protecting our Everglades from oil drilling and fracking. He currently serves as the County representative and Co-Chair on the Broward County Solid Waste and Recyclable Materials Processing Authority. Commissioner Furr is the recipient of the Environmental Service award from the national Sierra Club.

Mayor, Ramallah

Issa Kassis - Ramallah

A banker and financial expert, started his career with HSBC, moved between Jordan and Palestine in several senior financial positions. Kassis served as CEO for The Palestine Mortgage and Housing Corp, advisor to the Governor and board member at the Palestine Monetary Authority, financial advisor at Palestine Investment Fund, PIF, for SME loans guarantee fund and affordable housing, Kassis established two Fintech start-ups in 2020 & 2021Ambassador for the UCLG, packed of government, Treasurer of Metropolis. Kassis served on the boards of many public and private companies, schools and universities. Kassis is married and has two daughters. He earned his International Executive MBA from Kellogg / Northwestern University - Chicago and has an undergraduate degree in finance and banking.

DATO' IR. RAJENDRAN a/l P ANTHONY
Mayor, Penang Island

Rajendran Anthony - Penang

Dato’ Ir. Rajendran Anthony was born in Penang Island and is a civil engineer by profession. He started his career at the Municipal Council of Penang Island (now the City Council of Penang Island) in 1986. He has a B.Eng (Hons) degree in Civil Engineering from the University of Hertfordshire, United Kingdom. In 2002, he was seconded to the State Economic Planning Unit to Head of the Traffic Section. Subsequently he was appointed as the General Manager of the State Public Transport Company in 2007. He returned to the City Council in 2009 as the Chief Engineer and was promoted to the Deputy Director of Engineering post in 2011 and the Director in 2018. 

Based on his experience and performance in various positions and capacities, Ir. Rajendran was appointed as the City Secretary in 2022 has held the helm of the City Council of Penang Island as the Mayor from May 2023. His vision is to make Penang Island a Progressive, Resilient and Happy City. 

Ir. Rajendran is an experienced engineer in Highways and Bridges Construction, Traffic Planning and Management, Public Transport Planning and Operation; and Solid Waste Operations and Management. He also oversees the Digital Transformation of the City Council of Penang Island. He is a professional engineer with practising certificate registered with the Board of Engineers Malaysia. In 2024, he was conferred the Honorary Fellow of The Institution of Engineers Malaysia for his contributions to the engineering profession and the institution.

NIKOS CHRYSOGELOS
Deputy Mayor for Climate Governance and Social Economy, Athens

Nikos Chrysogelos - Athens

Nikos Chrysogelos, Deputy Mayor of Athens for Climate Governance and Social Economy (since 2024), overseeing climate policy implementation, civil protection, and the City’s Climate Contract under the EU Mission “100 Climate-Neutral and Smart Cities by 2030.” 

A former Member of the European Parliament (2012–2014), Nikos has founded and led several civil society organisations, including Anemos Ananeosis / Wind of Renewal and the Mediterranean SOS Network. He has managed numerous European projects and trained professionals across environmental, social, and sustainability topics. 

His areas of focus include climate mitigation and adaptation, green and just transition, circular economy, energy poverty, marine and environmental protection, social inclusion, and sustainable tourism. 

LEONORA GRCHEVA
Cities and Regions Lead, Doughnut Economics Action Lab

Leonora Grcheva

Leonora is the Cities & Regions Lead at the Doughnut Economics Action Lab (DEAL), co-founded by Doughnut Economics author Kate Raworth. DEAL is an organisation supporting practitioners working with the Doughnut across sectors, and Leonora supports the work of over 60 local and regional governments across the world that have been using Doughnut Economics in their policies, strategies and processes. Leonora is an urban planner, researcher and participation practitioner, holding a PhD in Urbanism. Previously, she has worked as an urban planning consultant for UN-Habitat, a city leadership associate at University College London, a community engagement consultant for planning projects in the UK, and as a civic activist in her home country Macedonia.

Resilience in Practice: Lessons from the UK's Whole of Society Approach

This session will explore how the United Kingdom is advancing a holistic approach to resilience—bridging climate adaptation, preparedness, and practical implementation.  

Drawing on insights from the London Climate Resilience Review and the National Preparedness Commission, the discussion will examine how cities, national gov, private sector are strengthening systems, infrastructure, and communities to anticipate, withstand, and recover from compounding risks.  

With perspectives from engineering, governance, and policy, it will highlight what it takes to build resilience into the very fabric of urban development.

DAME JO DA SILVA
Commissioner, National Preparedness Commission

Dame Jo da Silva

Dame Jo da Silva has earned global recognition as an engineer who has applied her knowledge and design expertise to improve safety, promote inclusivity, and enhance resilience of communities, cities, and infrastructure globally. Jo is currently Global Sustainable Development Director at Arup leading business transformation in response to the climate, biodiversity and equity crises. Jo founded Arup International Development to direct Arup’s expertise and creativity to improving human development outcomes in the global south. She has led the planning, design and implementation of buildings, infrastructure, and urban regeneration projects globally, and worked extensively in crisis and disaster contexts for non-governmental, UN agencies and multi-laterals. She has an honorary doctorate in humanitarian engineering from Coventry University and was awarded the Gold Medal by the Institution of Structural Engineers in 2017, and in 2021 was recognised as a Royal Designer for Industry for sustainable design. She was made a Dame Commander of the British Empire in the 2021 New Year Honours for services to engineering and sustainable international development.

EMMA HOWARD BOYD
Chair, London Climate Resilience Review & Co-Chair, Climate Resilience for All

Emma Howard Boyd (1)-1

Emma Howard Boyd has had a distinguished career focused on environmental issues and sustainable finance. She served as Chair of the Environment Agency for England from 2016 to 2022 and was an ex officio board member of the Department for Environment, Food and Rural Affairs during the same period. Appointed by the Mayor of London, Emma chaired the London Climate Resilience Review, publishing a full set of recommendations in July 2024 to help the city prepare for the increasing impacts of climate change such as extreme heat, flooding, droughts, wildfires, sea level rise and storms. 

Currently, Emma chairs ClientEarth's Group Board and ClimateArc, and is a Co-Chair of Climate Resilience for All. She is a member of the Supervisory Board of the European Climate Foundation and a Visiting Professor in Practice, Grantham Research Institute on Climate Change and the Environment, London School of Economics and Political Science. 

Emma was the UK Commissioner to the Global Commission on Adaptation from 2018 until its sunset in January 2021.

LORD TOBY HARRIS
Chair, National Preparedness Commission

Toby Harris (1)

Lord Toby Harris is chair of the National Preparedness Commission. Since it was established in 2020, the Commission has been influential in the development of the UK Government Resilience Framework and Resilience Action Plan. It has established a reputation as the leading body promoting better preparedness for a major crisis or incident. 

He is also a Visiting Professor at Imperial College London and at Cranfield University. In addition, he chairs the Fundraising Regulator, which oversees charitable fundraising, and was until September 2025 the Chair of the General Dental Council, which regulates dental professionals. 

Lord Toby Harris was made a Life Peer in June 1998 and has been Chair of the Labour Peers since 2012. He stood down from Parliament’s Joint Committee on National Security at the beginning of 2021, having been a member for most of the previous decade. He has also been at various times a member of the House of Lords’ Select Committees on Life Beyond COVID, on Democracy and Digital Technologies, on Personal Internet Security, and on the Olympic and Paralympic Legacy (which he chaired). 

In 2016 and in 2021, he conducted Independent Reviews for the Mayor of London on London’s Preparedness to Respond to a Terrorist Attack. His Independent Review on the Deaths of Young People in Prison Custody (“The Harris Review: Changing Prisons, Saving Lives”) was published by the Ministry of Justice in July 2015. 

He is a former Council Leader (1987-1999), led the Labour Group on the London Assembly for four years (2000-2004), and was the founding Chair of the Association of London Government (now London Councils; 1995-2000). He was the first Chair of the Metropolitan Police Authority (2000-2004) and then on behalf of successive Home Secretaries oversaw police work on counter-terrorism and security (2004-2012). 

In addition, he was the Chair of National Trading Standards (responsible for delivering national and cross-boundary consumer protection enforcement activity) from 2013 to 2021. He also chaired the Independent Advisory Group on Ethics for the National Crime Agency (2017-2024) and the Independent Advisory Panel on Deaths in Custody (2009-2015). He was President of the Institute of Strategic Risk Management (2019-2024). He was a member of the Committee of the Regions of the European Union (1994-2002). 

Professionally, he was Director of the Association of Community Health Councils for England and Wales (then the statutory body representing the interests of patients in the NHS) (1987-1998); and Deputy Director of the Electricity Consumers’ Council (1979-1986). Previously, he was in the Economics Division of the Bank of England (1975-1979). 

He was born in 1953 and graduated from Cambridge University in 1975, having studied Natural Sciences and Economics and where he was President of the Cambridge Union.

Natalie McIldowie (1)

Natalie is a recognised leader in climate resilience and sustainable infrastructure. As Client Delivery Director for Climate, Resilience and Ports at Jacobs, she brings extensive experience from the United States and Europe to shape solutions for complex environmental challenges. Her work blends technical excellence with innovative thinking—transforming Europe’s most contaminated site into homes, a country park, and wetlands habitat, and leading engagement for the Haweswater Aqueduct Resilience Project to secure Greater Manchester’s long-term water supply. A champion for inclusion and collaboration, Natalie’s contributions to the industry have been recognised with the Lifetime Achievement Award for Women in Construction and Engineering.

From Data to Action: Solutions to Address Climate, Health and Equity

How can cities turn climate, health, and equity data into action?  

This session showcases place-based, preventative approaches that protect vulnerable communities from climate impacts, with a focus on urban heat and health. Through real-world case studies, we’ll explore how local governments are embedding health into adaptation strategies, breaking down silos, and scaling solutions that work. 

We’ll cover: 

  • Using data, research, and lived experience to drive action. 
  • Designing urban spaces to reduce heat risk. 
  • Embedding health into climate adaptation and resilience plans. 
  • Place-based, preventative interventions for vulnerable communities. 
  • Overcoming barriers to scaling solutions at the municipal level.

Samuel and Liselotte Herman Professor of Social and Behavioural Sciences, Yale University

Jeannette Ickovics (1)

Jeannette Ickovics is the Samuel and Liselotte Herman Professor of Social and Behavioral Sciences and Professor of Psychology at Yale University.  Dr. Ickovics’ research, funded with >$40 million from NIH, CDC, and private foundations investigates the interplay of complex factors that influence individual and community health, especially for those traditionally underserved. She is author of nearly 250 publications in maternal health, mental health, and community health. Her newest work focuses on global climate resilience, health, and equity in collaboration with the Resilient Cities Network and the Sustainable Markets Initiative.  At the Yale Center on Climate Change and Health, she is Director of the Program on Climate Change and Urban Health. Dr. Ickovics is the recipient of numerous awards for research and mentorship.  She is a Fellow of the American Psychological Association where she also serves as Chair of the Board of Scientific Affairs, and an elected member of the Academy of Behavioral Medicine Research.

Executive Director, Sunway Centre for Planetary Health

Jemilah Mahmood-1

Dr. Mahmood is a medical professional with over 20 years of experience in health crises, disaster response, and conflict settings. She is Professor and founding director of the Sunway Centre for Planetary Health in Malaysia.  Prior that that, she served as Special Advisor to Malaysia’s Prime Minister on Public Health, Under Secretary General for Partnerships at the International Federation of Red Cross and Red Crescent Societies and led the World Humanitarian Summit Secretariat at the United Nations. She also founded MERCY Malaysia, an international humanitarian organization in 1999, and served as the independent Chair of Oxfam International.

FOLAYINKA DANIA
Chief Resilience Officer, Lagos

Folayinka Dania - Lagos

Dr Folayinka Dania is the Chief Resilience Officer for Lagos State and the Chief Executive Officer of the Lagos State Resilience Office (LASRO). She coordinates the implementation of the Lagos Resilience Strategy in collaboration with other State Government Ministries, Departments and Agencies with the goal of ensuring that the State continues to thrive, adapt and grow sustainably. She was previously the State’s Deputy CRO and during her tenure she supervised the development of the Lagos Resilience Strategy by the multi-disciplinary LASRO team. Prior to joining LASRO, she served at the State Ministry of Health in various capacities, leading and developing State health programs. Dr Dania holds a bachelor’s degree in Medicine and Surgery from the University of Lagos and a master’s degree in Public Health from Imperial College London.

ELAINE TAN
Singapore Representative and Director of Centre for Liveable Cities, Singapore

Elaine Tan - Singapore

Elaine Tan holds a leadership role as Research Director at the Centre for Liveable Cities, Singapore, with key portfolios in urban resilience, climate change, ageing, health, and social research. With her expertise, she is appointed to serve on the esteemed Resilient Cities Network (RCN) Global Steering Committee and the Urban Land Institute (ULI) Singapore Executive Committee. Previously, Elaine held key positions at the Urban Redevelopment Authority, including Director, Strategic Research and Director, Architecture & Urban Design Excellence. She also played a pivotal role in establishing the President's Design Award and the Lee Kuan Yew World City Prize, which have received high-profile recognition. In 2024, Elaine established the Lee Kuan Yew World City Prize Network to amplify its global impact. Through her work, she continues to drive innovation and excellence in urban development and research.

ERIK BERGLOF
Chief Economist, Asian Infrastructure Investment Bank

Erik Berglof

Berglof sets the vision and strategy for the Economics Department and leads the planning, implementation and supervision of its work plan in support of the Bank’s mandate. He is the Bank’s inaugural Chief Economist. Prior to joining AIIB in September 2020, he was Director of the Institute of Global Affairs, London School of Economics, and Chief Economist of the European Bank for Reconstruction and Development from 2006 to 2015, where he was part of creating and co-led the Vienna Initiative, a European crisis response team credited with mitigating the impact of the 2008 Global Financial Crisis. He is an expert in transition economics and institutional transformation through private sector development. He holds a PhD in Financial Economics and an MA in Business and Economics, both from the Stockholm School of Economics. Berglof is a national of Sweden.

GLYN RICHARDS
Group Director of Sustainability, Bupa

Glyn Richards

Glyn is Bupa’s Group Director of Sustainability and member of Bupa's Strategic Development Forum. Bupa's purpose is helping people live longer, healthier, happier lives and making a better world. 

Reporting into Bupa’s Chief Sustainability and People Officer, Glyn is responsible for the design and implementation of Bupa's global sustainability strategy, which recognises the intersection between, and interdependence of, human health and the health of the planet, and is focussed on creating healthier societies through delivering preventative care, increasing access through digital innovation, making communities healthier through cities and nature, and reducing the impact of healthcare delivery. Glyn also directs delivery of Bupa’s science-based targets and net zero commitments and solutions delivering on Bupa’s climate, health and nature ambitions. 

Glyn previously held roles in strategy and legal teams at Bupa, and was admitted as a solicitor in England and Wales in 2009 (although is not currently practicing law). 

He is fluent in English and German and has worked in Africa, Asia and Europe.

How can cities foster resilience that starts at street level?  

This session spotlights collaborations between local government, community groups, and the voluntary sector that address housing, equity, and systemic risk. We’ll explore how place-based approaches, rooted in locally defined needs, can improve outcomes for communities most affected by disruption and inequality. 

We’ll cover: 

  • Building social housing and ensuring equitable access. 
  • Strengthening community-led resilience to systemic risk. 
  • Partnerships between city governments and local organisations. 
  • Embedding equity in resilience planning. 
  • Scaling neighbourhood solutions to city-wide impact.

Lead, Climate and Health Programmes, Resilient Cities Network

Karl Astbury

Karl Astbury works at the intersection of climate resilience, health, and equity, serving as Lead for Climate & Health at the Resilient Cities Network. Based in Greater Manchester, he collaborates with cities around the world to address the interconnected challenges of climate change, public health, and inequality - from reducing extreme heat risks to supporting community-led adaptation in flood-prone neighbourhoods. 

Karl oversees key global initiatives, including Resilient Cities: Reimagining Health and Urban Pulse, which bring together city leaders, researchers, and private sector partners to integrate health into climate strategies and develop practical, evidence-based solutions. He has also designed and is delivering the Resilience for Communities programme, embedding local action and community voices into policy change whilst unlocking investment for community resilience and wellbeing. 

His work spans strategic partnerships with the Rockefeller Foundation, Yale University, the Sustainable Markets Initiative, the Z Zurich Foundation and other partners committed to advancing whole-of-society resilience. Previously, he led Greater Manchester’s first Resilience Strategy and oversaw regional emergency planning, bringing together diverse sectors to prepare for and adapt to complex urban shocks and stresses. Mar Jiménez, the Commissioner for European Affairs at Barcelona City Council, leads initiatives that connect local governments with European institutions, the Mayors for Housing coalition and the Mission 100 Climate Neutral Cities. She is also an Op-Ed Contributor for La Vanguardia, offering insights on European affairs and urban policies. Previously, she served as Chief of Staff to the Mayor of Barcelona, shaping international and green transition strategies. Louise Henault-Ethier, Montreal

Louise Hénault-Éthier is Division Chief for Adaptation, Biodiversity, and Resilience at the Office of Ecological Transition and Resilience of the City of Montréal. She holds a BSc in Biology and PhD in Environmental Sciences. As an associate professor at Institut National de la Recherche Scientifique (INRS), she specializes in phytotechnologies, entotechnologies, climate change adaptation, and circular economy. She has led carbon sequestration projects, authored technical guides on green infrastructure, and contributed to key municipal initiatives such as Montréal’s Zero Waste Vision and Québec’s Carrefour de l’Eau. Louise serves on the boards of Recyc-Québec and has served on the Québec Society of Phytotechnology. She is a member of the Canadian committee for the new ISO biodiversity standard. She participated in international missions and forums, including the UN Biodiversity COP and ICLEI’s Resilient Cities events in Montreal.

Kristen Guida

Kristen is Head of Strategy, Prevention, and Community Resilience at the Greater London Authority. Her role involves integration of resilience across policy and programmes and ensuring that resilience practice in London centres people and communities. Before that, she worked for more than 15 years coordinating climate change adaptation partnerships, as Manager of the London Climate Change Partnership, Director of Climate South East, and Chair of Climate UK. Her major interest is in bringing together people and ideas from across sectors to respond to social and environmental resilience challenges. In particular, she is interested in the social justice issues raised by climate change and other crises, and the need to incorporate equity in resilience policy and planning.

Pooja Agrawal

Pooja Agrawal is the Chief Executive Officer and co-founder of Public Practice. Public Practice is a not-for-profit organisation that builds the skills and capability of the public sector to improve the quality, equality and sustainability of places.

She is an architect and planner who worked as a public servant at Homes England and the Greater London Authority. She also co-founded the social equality platform Sound Advice and co-published Now You Know, a compendium of fifty essays exploring spatial and racial inequality. She is a Trustee at Open City and a Fellow at the Institute of Innovation and Public Purpose. 

In 2023, she received the “London Design Festival Innovation Award”,  the “AJ100 Contribution to the Architecture Profession Award” and UKREiiF’s ‘People and Skills Torchbearer Award’. Over the years, she has repeatedly been included in the Planner’s Woman of Influence list of recognition.

RUTH DAVISON

A respected strategist and leader, Ruth has over 25 years’ experience of delivering growth, change and positive impact with and for charities and purpose-led organisations.  

Ruth built her career in fundraising, winning multiple awards for her innovation and results. At charities including Crisis, Friends of the Earth and Christian Aid, Ruth ran large fundraising departments, diversifying and growing income in every organisation she led. Ruth then built highly successful fundraising departments and programmes from scratch for two start up organisations - Canal & River Trust and Prince’s Trust International - before transitioning from fundraising to philanthropy. 

Ruth joined Comic Relief to lead their global grant-making, social impact investing and advocacy. She was promoted to Interim Chief Executive and led the organisation through Covid-19. During this time Ruth not only increased Comic Relief’s income to over £100m in a single year for the first time in years, she also introduced the green (non-plastic) red nose and led their work on EDI and culture change that saw them root their grant-making in lived experience. Ruth’s career as a CEO continued as joined Refuge where she developed their first multi-year strategy, transformed their internal culture, secured vital new funds both through social impact investment and through new statutory sources as well as delivering significant policy change through advocacy and campaigning. 

Ruth has served on the Boards of multiple major non-profit organisations including Oxfam GB and Greenpeace UK. She currently serves on the Board of the UK’s National Emergencies Trust, where she is the lead Trustee for fundraising. 

After a year working in the private sector, leading global impact for The Conduit, Ruth now works across charities, grant-makers, family offices and purpose-led organisations, supporting them to increase their sustainability and impact. Ruth has led consultancy projects for a wide range of commercial and non-profit clients.  

Ruth has particular expertise and interest in issues of social and environmental justice and is a regular columnist on sustainability for New Food magazine and on leadership for the Directory of Social Change.

An internationally recognized expert in urban water supply, sanitation, solid waste management, and climate adaptation, Katrin spearheads R-Cities’ thematic work in these areas. She develops and scales innovative solutions, tools, and financing models that help cities tackle complex systemic challenges, while advising local leaders and representing R-Cities in global forums and policy dialogues. 

Previously, Katrin served as Director of Water Supply and Sanitation Solutions at 100 Resilient Cities, pioneered by the Rockefeller Foundation, where she forged global partnerships and designed programs integrating water management and urban resilience. Earlier in her career, she spent more than 15 years in international development cooperation, strengthening institutions and building strategic collaborations to improve sustainable water and sanitation services across Africa, the Middle East, and Eastern Europe. 

Fluent in German and English, Katrin holds an advanced degree in Civil Engineering from the University of Hannover, Germany.

He was the architect behind many of its bolt-on acquisitions and was integral in HCC Insurance Holdings becoming part of Tokio Marine.

As the City’s Chief Resilience Officer and Director of the Office of Resilience and Capital Planning, Brian Strong is at the forefront of making San Francisco safe, sustainable, more equitable, and resilient far into the future. This includes overseeing the City’s $51 billion capital plan, annual capital budget, and citywide resilience efforts such as the Hazards and Climate Resilience Plan, ClimateSF,

Earthquake Safety Implementation Program, and Lifelines Council. Through this work, Brian brings an extensive background in securing funds and implementing capital projects to address current and future shocks and stressors facing San Francisco. Until recently, Brian served on the National Advisory Council for FEMA and chaired the Climate Resilience Committee. Brian also serves as Board President for the San Francisco Community Investment Fund that distributes tax credits to improve distressed communities that have faced discrimination and other hardships. Brian has a master’s degree in intergovernmental management from the University of Southern California and a bachelor’s degree from Oberlin College.

Myriam Vilma Urzúa Venegas - Mexico City

Myriam Vilma Urzúa Venegas was born in Valparaíso, Chile. She is an architect specializing in hospitals from the José Antonio Echeverría Higher Polytechnic Institute, Cuba. She completed a master's degree in urban planning research and teaching at the National Autonomous University of Mexico (UNAM) and a master's degree in Urban Planning at the University of Chile. She obtained a diploma in social sciences in the former German Democratic Republic (GDR). She has 40 years of experience in urban planning and disaster risk management. She is currently the head of the Secretariat of Integral Risk Management and Civil Protection. In 2019, she received the "Medal of Merit in Civil Protection" awarded by the Congress of Mexico City. In May 2022, she was awarded the Sasakawa Award by the United Nations Office for Disaster Risk Reduction (UNDRR). In 2024, she participated in the second thematic session of the G20 working group on disaster risk reduction. For more than thirty years, she has worked as a public servant in the government of Mexico City and in federal agencies. She has served as a consultant on projects for the World Bank, the United Nations Environment Programme (UNEP), and the Economic Commission for Latin America and the Caribbean (ECLAC) on risk management issues. She has published articles and documents on Integrated Disaster Risk Management and participated in various national and international forums.

Sadiq Currimbhoy is co founder of Resilient Horizons, a London  and Singapore based advisory firm that works with investors, banks, city networks and climate tech companies to build resilient portfolios and business models. He is the lead author of the Resilient Cities Network’s recent paper on the City Resilience Portfolio Approach, which sets out pragmatic and practical steps for cities and financiers to strengthen urban systems and unlock private sector capital at scale for resilience investments.

Previously, Sadiq played a pivotal role in the sustainability strategy of the Maybank Group as Head of Research and the investment bank’s first Head of Sustainability. He held senior investment strategy roles at Bank of America/Merrill Lynch and the NewSmith Global Opportunities macro hedge fund. He is an advisor to Vulpes Investment Management, two ClimateTech start-ups, and teaches sustainable finance at Singapore’s Wealth Management Institute. 

He has a PhD in Economics from the University of Pennsylvania, did his undergraduate degree at the London School of Economics and Political Science and a Postgraduate Certificate in Sustainable Business from the University of Cambridge. 

He has travelled to all 7 continents and tries to walk as much as he can. He values his time with his children who still teach him more than he ever imagined.

He is a Professor of Practice (Hon.) at UCL Institute for Global Prosperity, and has lectured on urban design at MIT, NYU, LSE and Imperial College London. He is co-author of the book Roadkill: Unveiling the True Cost of Our Toxic Relationship with Cars (Wiley, 2025), with Prof. Dame Henrietta Moore.

Heat, Air and Health: Twin Threats to Urban Resilience

The session explores how cities can better manage the growing health risks of extreme heat and air pollution - two interconnected threats to urban resilience and equality.

Through a combination of framing discussions and collaborative workshops, city leaders and partners will share experiences, surface barriers, and identify opportunities for innovation and scale. The aim is to generate practical insights on how science, policy, and investment can come together to improve health outcomes and strengthen resilience in cities worldwide.

Dima Karout

Dima Karout is a senior arts professional with over 15 years’ experience in Damascus, Paris, Montréal and London, working at the intersection of artistic practice, public policy and social change. Her work focuses on socially engaged art, cultural placemaking, innovative learning, collective resilience, and creative health. 

She has collaborated with leading museums, universities, charities, local authorities and independent practitioners to design and deliver inclusive cultural strategies, long-term partnerships and participatory projects. Notable projects include her leadership role in the Mayor’s London Borough of Culture, engaging over 100 cultural and policy leaders, artists and residents to shape a borough-wide creative vision that was presented at the Horniman Museum and local libraries, welcoming more than 10,000 visitors. She designed the Migration Museum’s first artist residency and engagement programme, and created large participatory installations at the British Museum, Shakespeare’s Globe and Brent Museum, among others — bringing artistic practices closer to thousands of people from all backgrounds. 

Dima currently serves on the Board of Directors of D6: Culture in Transit, working internationally to empower artistic practice to shape diverse narratives around global issues. She guest lectures on art, migration and multicultural cities, and works as an expert consultant with the UNDP, designing creative team health programmes. Dima is developing Conflicted Landscapes — awarded funding from Arts Council England — an ambitious new project investigating collective resilience and building engaged communities and creative solidarity hubs across London.

In September 2023, Tamsin became the first Director of East Bank, the UK’s newest cultural and education quarter on the Queen Elizabeth Olympic Park in east London. East Bank is made up of London College of Fashion, UAL, UCL East, Sadler’s Well’s East, V&A Storehouse and Museum and BBC Music Studios (which is set to open in late 2026/ early 2027). As Director of East Bank, Tamsin is leading initiatives involving the partners and local community to develop a programme of creative, educational and innovative activity for everyone who visits, lives and works in east London. The aim is to maximise collective potential, delivering world-class culture and education, and ensuring that the 2012 legacy thrives in ways unmatched by any other host city.  

Prior to joining East Bank, Tamsin held a number of leadership roles, most recently Head of Cultural Programming at London College of Fashion. Tamsin’s previous experience also includes her role as Director of Creative Programmes and Collections at the Museum of the Home, where she introduced a new cultural strategy as part of the organisation’s transformation programme. She spent 12 years at Southbank Centre, eventually becoming Head of Public Programming, with responsibilities including curating an ambitious programme of annual festivals and special projects.  In her time at Southbank, she collaborated with a wide range of partners across schools, high-profile artists, and commercial partners.

Eva-Maria Dimitriadis

Eva joined the Conduit Connect in July 2019, having witnessed first hand the momentum and opportunity amongst the Conduit Community. Previously, Eva was COO at C5 Accelerate where she built and ran their global accelerator programme. C5 incubated and invested in pre-series A tech startups using cloud technology for positive social change.

Prior to C5, Eva served as Chief of Staff to the CEO at Christie’s. During her nine years at Christie's she also worked in Business Development focusing on the company’s expansion into growth markets such as India, China, the Middle East, and Africa.

Eva is originally Greek, born in London, grew up in Zimbabwe and Switzerland. She holds an MA (Oxon) in PPP from Oxford University. She is also a trustee for the Kay Mason Foundation, a South African charity which provides education scholarships to build the next generation of leaders.

Lucy Lyons

A Sigma Squared fellow and Oxford graduate, Lucy Lyons, cofounder and CEO of UK-based Kestrix, is transforming energy surveys with her 'Google Maps of heat loss' approach. Using thermal drones and AI, Kestrix generates 3D heat loss models and energy retrofit plans for buildings, addressing the 10% of global emissions from heating and cooling. Since founding Kestrix in 2022 with CTO Matt Goodridge, Lyons has mapped over 500 homes, secured contracts with major UK housing providers and raised over $1.5 million in funding.

Founder, IfD & IfD Tech | Creator of Sabi AI

Regina Mamidy Yillah

Sabi AI is an emerging continental intelligence platform designed to solve a simple but urgent problem: access. It allows users to find trusted African research, laws, policies, data and evidence from any of the 54 African countries in under two minutes. The first version, Sabi Salone, launched in Sierra Leone. It will continue to grow while a new continental version—Sabi Africa—is being built, covering all 54 countries including Sierra Leone. 

Regina Mamidy Yillah is the founder of the Institute for Development (IfD) and IfD Tech. She brings 30 years of experience in international development, working with governments, WHO, UNICEF and FCDO to strengthen evidence use and improve decision-making. Her work focuses on building institutions that preserve learning, align research with policy priorities, and make intelligence available at the pace decisions are made. 

Her vision is bold but necessary: a continent where knowledge is accessible, searchable, and usable—so Africa can move faster.

Daniel Stander

Daniel serves as special advisor to the United Nations on matters of risk, analytics and finance. He is also Deputy Chair of the Board of the Resilient Cities Network. Over the last 20 years, Daniel has worked on every continent, advising public and private entities on a variety of complex risks, including natural hazards, pandemics and cyber attacks. He is a pioneer of #ResilienceFinance, helping capital find responsible investments in the face of climate and other extremes. For over a decade, Daniel held various leadership positions at Risk Management Solutions (RMS), the world’s preeminent catastrophe risk modelling company. Most recently, he was Global Managing Director at RMS, leading among other things the firm’s relationships with all levels of government. In 2018, Mayor Francis Suarez presented Daniel with a City of Miami Proclamation recognizing his commitment to raise awareness, foster cooperation, and deliver resilience to urban economies and communities in the face of sea level rise and the threat of extreme events. Prior to RMS, Daniel was a manager in the group strategy and development function at an 80,000-employee, £10-billion, global healthcare group, serving 30 million customers in over 190 countries. He also has considerable start-up experience, having been part of the founding team of an award-winning fintech. Today, he is an investor and strategic advisor to several companies. The common threads: climate, finance and technology.

Katherine Richardson

Katherine joined the GLA from the Civil Service where she spent 18 years in a number of departments including the Home Office, Cabinet Office and Ministry of Justice. Her roles included Private Secretary to the Security Minister, Head of the Northern Powerhouse for the Department for International Trade and Head of Counter-Terrorism for the Foreign Office in Kabul. 

In 2017, Katherine joined the Ministry of Housing, Communities and Local Government, where she led the Resilience and Emergencies Division through many incidents including the Manchester Arena bombing, terror attacks in London Bridge, Borough and Westminster, the Grenfell Tower fire and Novichok attack in Salisbury. 

At the GLA, Katherine is committed to using her background in resilience, security and crisis management to strengthen London’s preparedness for and ability to withstand acute emergencies and chronic stresses as well as work towards a London able to anticipate, respond to and recover from emergencies effectively and equitably through strong, diverse partnerships and continuous improvement.
